Just a thought - maybe critical mass could have a monthly get-together at a local pub. It could be something to get people to know one another and therefore develop more of a sense of community. This could make a critical mass more of a community event.
The monthly pub event could keep the massers eager and ready during the winter and during the summer - when students are away and numbers may be less.
A year later, this message becomes relevant again!
